Independent Living Skills (ILS) is a ministry that teaches foster children how to live successfully after leaving the foster care system.

Our office and youth room are centrally located in The First Baptist Church in Bremerton. Deanne Montgomery runs the program. She is a committed Christian who attempts to model Christ's love and morality to the students. Deanne is able to tell students about Christ when youth ask questions about spiritual matters.

Every year about 20,000 adolescents leave the nation's foster care system because they have reached 18 years of age. Most of these youth come from backgrounds of abuse, neglect, or other family dysfunction. Many do not even have their high school diploma. Left to their own resources, 40% of foster children become homeless. They are frequently the victims of crime and physical assaults.

To address these concerns, Congress enacted the John H. Chaffee Foster Care Independence Program. Currently, this legislation provides funding to 24 individual providers in the State of Washington. YFC/ILS serves current and former foster youth ages 16-21 in Kitsap County.

How to Enroll

Youth ages 16 to 21 who are currently in foster care or have been in foster care qualify for enrollment in the Independent Living Skills Program. The individual must be referred into the program through their social worker who will be familiar with the process. If you know a youth who meets the above guidelines, please contact their social worker to make the referral.
