Bruce tells that as Director of Lake County YFC in Gary, Indiana, the local juvenile judge referred boys to YFC. Attorney Matthew Welsh promised that if he was elected Governor of Indiana, he would do something about the juvenile crime problem. After Welsh was elected, the judge introduced the governor to Bruce. He told the governor about Ralph Cavanaugh, a rough delinquent who became a believer through YFC, and Welsh then took Bruce to southern Indiana to Camp Muscatatuck, which they fixed up for Lifeline Camps to be run that summer. Eli Lilly Foundation provided YFC with $10,000 in scholarships, and they had 100 boys every week for ten weeks each summer for 10 years.
