Bud tells how in 1977 he met Bob Boyles who had worked in a national Young Life program in Austria. Bob came over to Frankfort, Germany and shared his real burden for the middle school and high school age kids of military personal. This got conversations going that led to YFC and Young Life joining together to form a separate organization called MCYM - Military Community Youth Ministry. There were 30,000 high school kids of military personnel in Europe at the height of the Cold War. Bud became the acting Community Chaplain and talked to the Colonel about the need for this program. He agreed, and then they interviewed Larry and Pat Russell, who agreed to come over to lead the new ministry. Bud was the chaplain that signed for the U.S. government, and Bob signed the contract as the vendor providing the services to the military youth.
