Let me answer your second question first.  One time is not really enough for the following reasons.  The Charter Covenant serves two main purposes: 1- it's a time when both parties reconfirm their commitment to one another; 2- the granting of a "Charter" is a privilege granted to the local chapter by YFC/USA.  It should be reviewed and assessed annually and granted based on faithful fulfillment of the mission. It is important to remember that the performance of your chapter has a potential ripple effect on other chapters (both regionally and nationally).  Therefore, the chartering process is an exercise of good stewardship on the part of YFC.
