First, let me say that you are not alone. Unfortunately many boards do the same thing. Also, you are right that it's a culture problem. In order to change this it will take a change on the part of the whole board. I recommend two things: 1- Invite someone from the regional staff to come in and conduct a Board Training session.  I strongly recommend that this session cover all five modules; 2- Ensure that you develop a balanced set of Key Indicators. A good starting point would be to look at the "Dashboard Indicators" from YFC Impact.
